The Director-General of the Delta State Bureau for Orientation and Communications, Dr Fred Latimore Oghenesivbe, has been inducted into the Canadian Hall of Fame as a Distinguished Fellow of the International Institute of Experts on Political Economy and Administration.
The induction followed his successful completion of the mandatory 35-hour advanced modules in Administrative Management Strategy required for aspiring Distinguished Fellows of the institute, which is registered in both Canada and Nigeria.
The Registrar of IIEPEA, Prof Hephzibah Suobo, said the programme was designed to rigorously assess participants’ multitasking capacity, problem-solving ability and critical reasoning skills.
Suobo, a Professor of Climate Diplomacy, International Relations and Multilateral Policy, explained that Oghenesivbe’s elevation to the prestigious category was in recognition of his strong academic background across multiple disciplines, as well as his contributions to the advancement of knowledge in Public Administration and International Affairs.
She also cited his expertise in Political Economy, Law, Good Governance advocacy and Communication Strategy Management, spanning over two decades, as factors that distinguished him among other candidates.
In his response, Oghenesivbe expressed gratitude to the institute for conferring on him its highest membership status, while appreciating the Executive President of IIEPEA, Prof Tunji John Asaolu, and members of the international Governing Council.
He pledged to uphold the values of the institute and to project its image with integrity, in line with its ethical standards and global reputation.
The bureau chief also acknowledged the support of the Delta State Governor, Rt Hon Sheriff Oborevwori, for providing an enabling platform for human capacity development, which he said had enhanced his contributions to public service and humanitarian development.
An academic and legal practitioner, Oghenesivbe holds a professional doctorate in Strategic Communication and Information Management Strategy, alongside four academic degrees from the University of Lagos, including two master’s degrees in Public and International Affairs and Mass Communication, a postgraduate diploma in Mass Communication and a Bachelor of Laws degree.
He also has a Postgraduate Professional Barrister-at-Law Certificate from the Nigerian Law School, a Call-to-Bar Certificate from the Body of Benchers and a Bachelor of Science degree in Political Science from Enugu State University of Science and Technology. He is currently pursuing a PhD in Mass Communication at Delta State University, Abraka.
Oghenesivbe is a member of several professional bodies, including IIEPEA Canada/Nigeria, the Nigerian Institute of International Affairs, the Association of Communication Scholars and Professionals of Nigeria, the International Political Science Association, the American Political Science Association, the International Communication Association, the Nigerian Bar Association, the Nigerian Institute of Public Relations and the Rotary Club of Akowonjo, among others.
