The Federal Government has raised the bar for the promotion of senior treasury officers, declaring that only officials with properly documented and verified performance records will be considered for directorate-level advancement in the 2026 promotion exercise.
The new requirement was outlined in a circular issued by the Office of the Accountant-General of the Federation as part of ongoing reforms aimed at strengthening transparency, accountability and merit in the Federal Public Service.
The circular, dated June 23, 2026, was signed by the Director of Administration, Dauda Abdulhamid, on behalf of the Accountant-General of the Federation.
It directs eligible officers to present completed Performance Management System appraisal reports before participating in the promotion examination and interview.
Under the guidelines, officers on Salary Grade Levels 15 and 16 must submit PMS appraisal reports for 2023, 2024 and 2025, together with their Annual Performance Evaluation Report for 2022.
Officers on Grade Level 14 are also required to provide their PMS reports covering the 2023 to 2025 assessment period.
The Office of the Accountant-General emphasised that every appraisal document must be fully completed and endorsed by the designated reporting, countersigning and reviewing officers, warning that any report lacking the required endorsements or containing incomplete information would be rejected.
According to the circular, "All PMS Performance Appraisal Reports submitted for the exercise must be properly completed and duly endorsed by the appropriate Reporting, Countersigning and Reviewing Officers. Incomplete, unsigned or improperly filled appraisal reports shall not be accepted for the purpose of the promotion exercise."
To accommodate Ministries, Departments and Agencies that did not fully implement the Performance Management System in 2023, the circular stated that the average performance scores recorded in 2024 and 2025 would be adopted as the equivalent score for 2023 during the assessment process.
The government further cautioned that officers who fail to submit the required documents on time, provide incomplete records or falsify information would be disqualified from the promotion exercise. It added that only Grade Level 14 officers promoted on or before January 1, 2023, and Grade Levels 15 and 16 officers promoted on or before January 1, 2022, would qualify.
The circular also directed heads of departments, units and treasury offices to ensure that all promotion documents and supporting records are accurate and submitted to the Office of the Director of Administration no later than July 7, 2026.
The latest policy underscores the Federal Government's determination to entrench a performance-based promotion system across the civil service.
Introduced under the Federal Civil Service Strategy and Implementation Plan 2021–2025, the Performance Management System replaced the former Annual Performance Evaluation Report framework with an appraisal model focused on measurable targets, productivity and service delivery.
